Why Not Shut Down The Grid?

More people die after the hurricane than those who die during it. Often these deaths happen from flooding and electrocution. Downed power lines - with power running through them - are very dangerous. I have a solution to this problem. The power company should turn off the power to the areas where the hurricane is likely to hit. First the people should be informed that the power will be out "for your own safety." The entire power grid could be shut down 1 hour before the hurricane was to arrive. Power would be restored once the power company deemed it safe to do so. Why hasn't anyone adopted this solution?
